`Perceptions' notes at foot "Poorest fifth of households pay the greater tax burden" 'Flat tax' urged by Tory Osborne (September 2005) Tory shadow chancellor George Osborne is set to make the case for a "flat tax" where is there only one tax rate. Mr Osborne says the Conservatives have failed to win public trust over pledges of tax cuts because they too often look like "election gimmicks". Eastern European countries particularly have a "flat tax" where all income over a certain threshold is taxed at the same rate. In a speech in London, Mr Osborne will say the Tories must examine the idea. He is expected to appoint an independent commission to look at having "flatter" taxes and even a "pure flat tax" in the UK. Election problem Mr Osborne denies the system would be regressive, saying earnings up to about £10,000-12,000 a year would not be taxed at all. All income or corporation tax over that level would be set at the same rate. He will tell the Social Market Foundation that the Tories have offered tax cuts at the last three elections and lost all of them. "More striking, our tax-cutting manifestos have not helped us gain a reputation for economic competence or even won us the trust of the public on tax issues," he will say. Figures for tax cuts have often been announced close to polling day, appearing as gimmicks, he says. And his party has presented lower taxes as part of an ideological argument about the size of the state instead of being about boosting British competitiveness. Fairness Calling for a new approach, Mr Osborne will say: "We need to explain how lower taxes do not jeopardize economic stability or threaten public services, but are instead a vital component for enabling us to compete in the age of globalization. "We need to make the case for lower, simpler and flatter taxes as a distinct alternative to the higher and more complex tax system foisted on us by Gordon Brown." The Tatton MP argues the Tories must stress the need for taxes to be fairer. He highlights how the poorest fifth of households currently pay the greater tax burden. 'No loopholes' "Flat tax" has grown in popularity since it was introduced in Estonia in 1994. It is mainly used in ex-Communist eastern European states but is being examined in Greece and even Germany. Mr Osborne will boast the merits of having one single tax rate. "Compliance costs fall, and the war of attrition between accountants searching for loopholes and taxmen trying to sew them up is ended: loopholes are abolished," he will say. By 01 June 2006 the same political party (`Conservative') announced that a flat tax is "wrong for UK" - they said "it's too difficult". In reality the idea of `flat tax' probably terrified the rich, who definitely _don't_ want fair taxes.
