"Escaping from worst conditions?" 

   From interviews conducted in 13 European countries it
   has emerged that teenagers and young people in Britain
   are most likely to sample soft and hard drugs and to
   indulge in abuse of alcohol (ie. heavy drinking and 
   binge-drinking). 

   A spokesperson from ex-Juogoslavia said "in disturbed
   areas young people drink because life there is horrible"
   (paraphrased)
