Watchdogs To Look Into Foot-and-mouth Pay-outs

     Foot-and-mouth compensation payments will be looked into
     by two powerful spending watchdogs investigating
     ministers' handling of the disease. 

     The pay-outs will be scrutinised by the National Audit
     Office, which checks spending throughout Whitehall, and
     by MPs sitting on the Public Accounts Committee. 

     Confirmation of the investigations follows news that at
     least 37 farmers stand to pocket compensation payments
     of more than £1 million, and ministers were forced to
     deny squandering billions by opting to slaughter
     infected animals rather than use vaccination. 

     A spokesman for the Department for  Environment, Food
     and Rural Affairs says the 37 claims for £1 million or 
     more in compensation are being examined. 

     But he refuses to confirm reports that Dumfriesshire 
     farmer Jim Goldie has already received £4.2 million 
     after his prime herds were slaughtered. 

     Shadow rural affairs secretary Tim Yeo says the payments
     reinforce the case for a public inquiry into the outbreak,
     so far resisted by ministers. 

     He says such an inquiry "could show that, had the
     Government got on top of the crisis far earlier, the
     need for such payments may never have been necessary".

     "Perceptions" note: we must read between the lines here
     because all the parties are deceiving the public.

     For a generation corrupt senior civil servants and 
     politicians have diverted subsidy from small farmers
     to agri-businesses and large estates. The Press and the
     BBC have conspired to keep it secret.

     Why? Because the owners, the civil-servants, the 
     politicians the media proprietors and even the Governers
     of the BBC are all inter-related: members of one social
     and financial class: those too rich to pay net taxes.

     [ That 'protesting' Shadow spokesman ? His party was
     responsible for most of the original corruption and
     incompetence! ]

     All concerned have vested interests and secretly want to :-

     a) maximise subsidy (and profit) to large estate-owners,
        taken from the taxes of ordinary folk and even from 
        poor - who all pay very high net taxes;

     a) keep (even more damaging) full facts out of public view;

     c) ensure that everything stays the same after the publicity
        has been diverted and dies down.

     So don't think you're being cynical if you think they're
     ALL hypocritical liars and thieves - you're probably quite
     right.
