How interesting to see who the Admiral thinks he is working for. Apparently he sees the under-class (who do the boring physical stuff like work and dying in wars, and paying all net taxation) as a "threat", and even envisages similar from the middle-class (who do all the paper work and more pompous stuff in return for breaking even with corrupt taxation). So - who exactly is being threatened? In a democracy the law is the will of the people - all those who pay the real costs.
