Racism rife says schools expert Institutional racism is rife in schools and is responsible for the poorer academic performance of most Afro-Caribbean boys, an influential education researcher alleges tomorrow. David Gillborn says the government's recent green paper on education for 14- to 19-year-olds entrenches differences which work against black children such as separate academic and vocational routes from the age of 14. In his inaugural professorial lecture at the Institute of Education in London, Professor Gillborn will question why so many people working in education have failed to learn the lessons of the Stephen Lawrence inquiry. Prof Gillborn was the lead researcher on a study two years ago which revealed that in one large education authority Afro-Caribbean children entering the school system at five had the highest levels of attainment of all, but by age 16 were producing the worst public examination results. In his lecture he will single out what he believes are damaging proposals in last month's green paper. "The proposals for 14 to 19 education with the plans for gifted and talented children and for vocational education are likely to work to the disadvantage of black children. When teachers are asked to identify pupils with promise, black pupils are often under-represented." He will conclude: "In the light of the Lawrence inquiry, it's no longer possible for white power holders to excuse their role in institutional racism on the basis of their ignorance of the facts or their own good intentions." A Department for Education and Employment spokeswoman said: "The gifted and talented scheme will identify children by looking at ability, rather than attainment, to capitalise on the talents of the individual child, regardless of ethnic background."
