They were made from a poor quality tape recording that was finally obtained from the BBC in March 1999,
Program broadcast 13 April 1997
The program was "Campaign Call", lead up to 1997 election in Britain
The presenter invited listeners to phone in with a question for panel
of four political candidates. He promised that :-
a) "You introduce yourself, where you come from, and put your
question,"
b) "your question will be answered by these four
politicians,"
c) "then you get to give your assessment of how the four politicians
answered your question"
So that is what we attempted to do
We - editor - phoned in
with the question :- "do we in Britain have an inefficient and corrupt tax
system?" [Why ask that ?]

As you can hear
First speaker - Helen Jones - said Yes we do have an inefficient and corrupt tax system
thoughts : the nationalists were not expected to win any real power in the election, so she didn't care if she told the truth
Second speaker - Alan Howarth - half agreed but hedged
thoughts : the socialists expected to win, in Wales at any rate, so didn't want too much truth being told
Third speaker - Roger Evans - [ref.]
ranted about communism, obviously aiming that smear at - editor - as if to ask the question were subversive
thoughts : a worker in the old Soviet Union putting our question to a corrupt Commissar would get the same reply - with the corrupt Commissar ranting about capitalism - to try to smear an awkward questioner
Fourth speaker - Richard Livsey - coming in after Evans had made it clear he was afraid to answer the question, tried to re-word the question to mean something else
thoughts : the center party was trying not to offend any powerful political party at that time
The presenter, or producer Andrew Fry [ref.], then decided to break BBCs promise to let - editor - speak
(thus breaking terms of BBC Charter),
by gagging - editor - leaving the politician's lies and slurs uncorrected, and unchallenged, and denying the public the right to hear someone speak sense or truth
thought: we see that the 'current affairs' output of BBC Radio Wales is censored and biased, very strongly influenced by BBC bosses in London, who are terrified of offending corrupt political bosses in England

What the BBC producer and the politicians did not know
1) As a post-graduate research project editor had examined "The Wealth of Nations" by Adam Smith, recommended by the Adam Smith Institute
It gives the underlying logic of a property owning democracy. In the book he'd also found Adam Smith's rules of efficient taxation
2) Later, he'd asked English tax experts selected by the BBC (on another radio programme), if Britain actually used Adam Smith's tax rules
3) They'd never heard of Adam Smith's tax rules!
4) So he'd explained on air, they then replied - on air - "Of course, that is the way it should be done, but we don't do that. Our tax system is grossly inefficient and corrupt."
5) Which was why - editor - used just those words in that question to the politicos
Impartial international assessment of Britain's tax system
"Britain's tax regime became inefficient and corrupt a long way back, passing the 'point of no return' in the 1950's"
Detail : The tax system began in 1945/6, theoretically taxing everyone equally. But the wealthy & powerful soon began avoiding taxation
[Ie. the Church of England instituted the "Church Commissioners" for this purpose in 1948]
Of course this means poorer people must pay ever more in taxes - in addition to their own share they increasingly have to pay all the taxes avoided by the wealthy
By 1955/6 it could be said (and was by an internationally respected statistician and tax-expert from Canada), that Britain's tax system had become so inefficient and corrupted by these practises that it had "gone beyond the point of no return"
The BBC had to suppress these facts before an election, no matter whether socialists or conservatives pocketed the country's taxes

It would seem that the BBC employees broke the BBC's core promises to the public.

in addition to contravening the BBC Charter
(probably these quotes are relevant).
Also it appears that the BBC directly contravened FIVE of the thirty articles of the Universal Declaration of Human Rights, and indirectly colluded in the contravention of at least two further clauses.

The politician clearly didn't know that (editor) was a UK and NATO soldier who'd served in Africa, Asia, Arabia and the Gulf, northern and southern Europe, the Caribbean, the UK and Central and North America, often in small groups or working alone.
With 'positive vettings' throughout, whether working with African, American, Arabian, Asian, Caribbean or European colleagues.

Adam Smith's Maxims
1 - EQUALITY & OPENNESS - Citizens should pay the same proportion of income or property, and those amounts should be known to the public. If secrecy is allowed, there will be corruption to favor the rich and powerful, increasing inefficiency & waste and resulting in even heavier taxation of the non-rich.
2 - CONVENIENCE & FAIRNESS - Taxes should on income should only be levied as a person receives that income. Likewise taxes on property should be taken when the property is either acquired or sold. It is unfair to claim to tax that which does not exist.
3 - NON-ARBITRARINESS - Tax-collectors cannot be allowed discretion in amounts claimed as taxation, or in the manner and timing of levies, or else there will be corruption.
4 - ECONOMY - Inefficient taxes must be abolished, else tax-collectors will impoverish the nation to enhance their own standing and to profit themselves.
