 FACT 1 - politicians spend the most PER HEAD on themselves! They now
 have mult-millionaires' incomes and pensions.

 FACT 2 - politicians spend the most PER GROUP on Gov't agents and employees.
 Senior civil servants also have multi-millionaires incomes and pensions. 

 FACT 3 - spending going to people on BENEFIT is way, way less - EITHER per
 head, OR as a group.
